Evidence for PFM Policy and Action

The Institute of Public Finance Kenya undertakes research in areas of revenue and taxation, fiscal management, public expenditure, macro-economic policies, citizen participation in the Public Finance system, and other Public Finance and policy issues. Our research work is based on generation of research evidence in Public Finance Management and service delivery through rigorous analysis, detailed empirical investigations, and in-depth institutional knowledge.

Core Competence of the Institute of Public Finance Kenya (IPFK)

IPFK is very competent in the field of public finance both at National and County levels. At National level, the institute’s competence is in analysis of National government budgets, revenue raising measures (tax policies, internal and external borrowing) and the role of public finance management in addressing inequalities and stimulating economic development.

Formal Participation in the Budget Processe

Strengthening formal participation in county budgeting through the County Budget and Economic Forums (CBEF) to ensure greater legitimacy of the formal budget process.

PFM Fellowship

Initiation and rollout of a PFM fellowship program to build a deep pool of resources that can support public financial management, particularly at county level

Opening the Dark Corners of the Budget

Opening up the dark corners of the budget, particularly those related to state owned enterprises, contingent liabilities, and debt, to ensure greater public debate and oversight of PFM decision-making in these areas.

Oversight and Accountability

Strengthening oversight/accountability stakeholders, such the Office of the Controller of Budget (CoB), Parliament Budget Office (PBO) and the Office of the Auditor General (OAG) so that they are better able to hold the executive to account.

PFM Reforms

Continuous mobilization of citizens and other stakeholders to engage on PFM reforms with a focus on service delivery to ensure that resource allocation is targeted at the county and focus on national level

Flagship Analytic Products

Promotion of alternative approaches to development through generation of flagship analytic products, such as the annual Shadow Budget and the annual Fiscal Analytic brief.
